This study deals with analyzing sectoral innovation systems in Korean major industrial sectors based on the assumption that a systems approach is needed for effectively generating technological innovation and for enhancing sectoral competitiveness. We identify three major sectors that are regarded as important for Korea: environmental, biotechnology, and automobile sectors. Based on our analysis, we can identify the following characteristics of Korean major sectoral innovation systems.
First, as for the history of sectoral innovation systems, the sectoral innovation systems for environment and biotechnology have been developed in the beginning of the 1990s. However, the sectoral innovation system for automobile has been established in the 1970s.
Second, public R&D expenditures for these sectoral innovation systems are not sufficient but their increases have been so high compared to those of advanced countries. We have a difficulty of calculating public R&D expenditure for the automobile innovation system, as this system has been leaded by major big companies. (The rest omitted)
