Abstract

Under rapidly growing PhD graduates in S&T fields, several policy issues are raised in distribution of doctorates. In the public research sectors, for example universities and public supporting research institutes, there are too many PhD researchers as a temporary employee position. In the other hand, lots of company, including large size ones, have appealed the shortage of higher level researchers. Such a situation came from the biased preference of the doctorate graduates in the research careers. Therefor this study analyzes the states and the reasons of the biased preference of doctorates' careers, and how to remedy the problem in view of the governmental policy.
It is found the features of R&D activities and overall composition of R&D workforce are different between public and private sectors. R&D activities of the private sectors usually performs by the researchers with the master and lower degree, while the public sector organizations depend on PhD degrees. (The rest omitted)
