The size of construction industry amounts to 3,960,000 million won in 1990 and 5,820,000 million won in 1996 at the annual average growth rate of 7.8%. The added value for the construction industry relative to GDP is 11.4% in 1996 and the construction investment relative to GDP is 21.1%. The added value for the construction industry and construction investment relative to GDP has increased significantly. After open construction licensing in 1989, general construction firms have increased to 3,548 and professional construction firms have increased to 21,848.
Although construction industry has grown externally, the construction industry has not fully developed internally. Although construction regulation and practice have been improved for the open construction market, the problems caused by the current construction practice still exist. The past form of bidding, contracting and subcontracting have still been maintained and the construction practice favoring the position of employer has still been practiced in the construction industry.
