Abstract

It has been rarely recognized the importance of an adequate provision of construction materials in spite of the rapid expansion of construction activities during the past three decades. However, recently substantial increase in the construction activities mainly attributable to the construction of the 2 million housing units has resulted in a remarkable surge of the demand fore the construction materials. This generated a severe shortage of construction materials and the resulting rise in the construction materials. Thus, this problem has casted a negative impact on not only the construction industry but the whole national economy.
The Korean government took various temporary measures for the adequate provision of the construction materials such as limitations of issues of construction permit which were effective in mitigating the overheated construction activities. Still, construction materials market suffers from many structural problems in keeping the adequate provision of the materials and the stable price level of the construction materials. Volatile demands for the construction materials, considerably long lagged materials production, the bottleneck of distribution system, the poor service level of transportation facilities, and the inherent limitation of the availabilities of construction materials are the amin factors to give rise to unbalanced supplies of various materials in regardless of whether it is national or local and permanent or temporary one.
This study aims to examine the long and short term measures which provide construction materials adequately and timely. We review the supply and demand conditions for the major construction materials such as cement, remicon, iron bar, and the sands and gravels, identifying primary problems of each construction materials. As for the analysis of the construction materials market, not only the relationships of the construction materials with the construction activities and the construction material input time schedule have been discussed using the time series data and the input-output table. From the chapter 3 to chapter 6, each major construction materials ha been analyzed with respect to the three different aspects of the production capacity / supply, distribution, and the demand. In particular, on-site survey has been done to capture the concrete and detailed measures fore the development of the construction materials market.
The precise demand forecast of the construction materials and the efficient distribution system are essential for the adequate provision of the construction materials. The construction industry census and the regular survey of construction materials input sample at least for every 3 years should be established in order to improve the precision of demand forecasting. In addition, the input time schedule of the construction activities should be closely analyzed to estimate the proper amount of the construction materials inventory which is indispensable to avoid a local or temporary shortage of the construction materials.
One the other hand, the specific and various measures for the efficient distribution system should be set up, taking into account characteristics of each construction material. In the case of iron bar, the distribution system does not matter' a major concern is with the correct forecastings of demand and the precise analysis of the iron bar input structure in the construction works. However, in the case of cement, the expansion of the storage and transportation capacity is more important than that of the production capacity to keep the smooth construction activities. Various financial supports and policy tools should be focused on security of the remicon factory sites within urban areas in order to deliver remicon to the construction site in less than two hours.(The rest is omitted.)
