It is a well-known fact that public works are seriously influenced by conflicts among relevant interest groups or individuals. Recognizing this issue makes many projects not to be progressed smoothly, the government is seeking sensible solutions to conciliate sharp conflicts arising among stakeholders with diverse backgrounds and purposes. It is very difficult to measure or predict possible conflicts before public works take place, however, because there is no objective indicators related to conflicts in public works yet. To prevent or manage conflicts in the public policy arena, therefore, this study aims to develop indicators which may trigger conflicts and to propose feasible ways on applying these indicators to the real fields.
The objects of this study are not conflicts caused by all types of public works, but ones triggered by locating public facilities in physical and spatial, such as the construction of roads or dams, the development of sanitary landfills or nuclear waste dump sites, the creation of industrial complexes or home lots, and the like. The main methods employed in this study to achieve the research purposes are an archival research, in which it carries out bibliographic review, case studies and content analysis. In addition, data analyzed by interview with experts and survey with experienced interest parties provide their insight on the same issue, as well as being used in the process of indicator selection.
