The Public Land Price Appraisal System, introduced in 1989, consists of four sub-processes, including sampling, evaluating market prices of samples, preparing the Land Price Calculation Table (LPCT), and calculating land prices of each parcel by using the LPCT.
Until now, the LPCT has been modified each year. Even though this kind of modification is necessary in order to reflect structural changes of land markets, however, the comprehensive study about the Public Land Price Appraisal System itself was not conducted. This study is to evaluate the techniques for preparing the LPCT and the methods for utilizing the LPCT, and then to suggest the long-term direction for managing the Public Land Appraisal System.
The study searches for ways to enhance the accuracy of the LPCT. The possible ways to match the method of preparing the LPCT with the method of utilizing the LPCT was examined. Then, several alternatives were suggested. (The rest omitted)
