Since the early 1960s, the development of industrial estates(IEs) has been one of major strategies to achieve rapid industrialisation in Korea. The Korean government has been playing a major role in developing IEs throughout the nation. Currently, the IEs occupy about 53 percent of the entire industrial area and accommodate 34 percent of manufacturing employment.
Despite its vital role in achieving economic and industrial development, the development of IEs has created many problems including high land prices, delays in the development process, and a lack or diversity in payment condition and land tenure.
This study reviews the institutional and legal framework and the cost structure of IEs development. An interview survey was also conducted to identify problems in the development process of IEs. There major causes have been identified for above-mentioned developmental problems; complicated legal and administrative processes, a lack or local autonomy and financial incentives in establishing IEs.
