Abstract

This study seeks to examine the characteristics and conditions of existing industrial sites according to their types of supply, thereby enabling a forecast on the future supply and demand for developing and establishing industrial zones.
Around cities, regions, and across the entire country industrial sites have been built and developed under government initiation since 1978. But as land utilization based on a precise measurement system applied by the government was inadequate before 1978, the government’s latest development program was less reliable. Meanwhile, the area of industrial sites increased every year by about 66km2 while the total area of domestic industrial sites in 1986 was about 270 km2.
The increase in industrial sites is a result achieved at a time of economic difficulties, when both the local and global economies were struggling due to the second oil crisis in 1979. However, land utilization and development is more concentrated in the southeastern areas and insufficient in the Jeolla, Chungcheong and Gangwon regions. This calls attention for the expansion of industrial zones and land development in the central and southwestern areas.
However, land utilization in various aspects including land, water and electric power can bring about an imbalance in not only the labor volume, but also an imbalance in labor capacity. In the case of provincial areas, the total area of land utilized was 69.19km2 and is expected to increase to 130km2 by 2001. The total area of major industrial zones is expected to increase to more than 185km2. In addition, the country’s total area of industrial zones, which marked 270.246 km2 in 1986, is expected to expand to around 410.651km2 by year 2001, marking an average annual increase of 2-3%.
Yet, there are concerns on the imbalance of land development to increase between regions if the gap between the currently-developed and non-developed areas is not narrowed. Thus, there is a need to build different development schemes that suits the diverse conditions of the regions. In addition, more work will have to be put to deciding the allowable extent of industrial site utilization.
