Since 1960's, various government's policies have been intending to decentralize the economic activities in Capital region to other regions. However, Seoul's population size in 1990's has passed 10million and other concentration indexes for Capital Region have shown a steady growing trend.
Despite the government's decentralization policies, the concentration of economic activities in Capital Region has ever been increasing. Urban planners and regional scientist in Korea believe that the unintended growth of Seoul and Capital Region is largely due to the ineffective government policies for the Capital Region. It is also believed that the ineffectiveness of the decentralization policies mainly due to the unrealistic goals and tools of the policy.
For this reason, the government's policy tools for decentralizing the economic activities in Capital Region have been changed from direct and administrative to indirect and economic means since 1994. (The rest omitted)
