Abstract

The purpose of this research is to provide useful planning and design guidelines for developing MADP(Metropolitan Area Development Planning). Specific research objectives and brief description on each are provided.

one, develop a set of criteria for defining MADP(Metropolitan Area Development Planning)areas. MADP areas comprise of four metropolitan areas in the country except Seoul Metropolitan Area and its suburbs, industrial estates and their surrounding areas or new industrial sub-regions, and the conurbation zones. Various socioeconomic factors such as population density, commuting distance, location of employment centers, transportation, and extent of suburbanization should be considered in the delineation of MADP areas.

Two, identify appropriate guidelines for spatial allocation of basic infrastructure and service facilities. The balanced Regional Development Promotion Law requires that provision of services should consider location of industrial activities, residential districts, leisure and recreational facilities. In terms of basic infrastructure, transportation, water supply, sewerage, waste collection and management, tourism development and environmental protection programs should be coordinated with the land use plan.

Three, promote private sector investment in the development of basic infrastructure and services. There are a number of development and financing strategies involving both the public and private sectors in the provision of infrastructure. A particular attention was given to development strategies which emphasized private sector involvement in the development of basic services.

Four, specify a set of criteria for designating priority development areas within the MADP. Priority development areas within MADP would generally be located in the city's periphery. Other characteristics to look for are stable population, sensitivity 개 regional socioeconomic change and inclusion in the special regional industrial district. Priority development areas should receive support for basic infrastructure, and fiscal and non-fiscal incentives.

Five, develop guidelines for implementing MADP. Literature review and comparative studies of similar regional development policies in other countries contributed to the development of MADP planning guidelines. A development model was developed for potential MADP areas: Pusan, Taegue, Kwangju, Taejun, Asanman, Kun-Jang, Mokpo and Kwangyangman.
