Transportation facility is one of essential social overhead capital(SOC) and the basic national facility for national development framework. In order to expand transportation facility financial strategy as well as long term national plan is required.
Many problems such as the delay and increasing fuel consumption by traffic congestion, the weakness of the international competitiveness by demurrage are caused by insufficient transportation facility according to the rapid increase of traffic demand. Though the enlargement of the transportation funds as one method of solving those problems has suggested many times, the allocation system of that funds is very inconsistent. The purpose of this study is to improve the existing transportation fund allocation system.
In order to analyze the existing transportation fund allocation system, we devide the system into two fields; the structure and the operation.
In view of structure for fund allocation system, the lack of fund, the unstability of resource and the inequitable charge are major issues. (The rest omitted)
