This study aims at promoting the development and conservation of 'national resort areas(NRA)' in the northeastern region of Korea. The concept and policy of NRA have been included in the Third Comprehensive national Land Development Plan(1992-2001).
The northeastern part of the country. where the coal mining and agricultural industries are declining, has been remained undeveloped. However, it has a great development potential with national landscape resources for tourism, leisure, and sports. Nationally it is required to increase income of the local people by activating the leisure industry as key sector of the northeastern part.
But the existing process and contents of policy have many problems in developing national resort areas, such as complex in the process of leisure facility development, insufficient division of function between central government and local government in promoting leisure projects, instability of the investment, inadequate supporting system to leisure industry, and missing regional resident participation.
