This study aims to examine the major characteristics of various disputes in the field of national physical development and to propose policy recommendations for the effective dispute management. The national physical development refers here as all government activities related to land uses and regulations, siting, development and management of public facilities and urban infrastructure.
The study consists of four major parts. The first part reviews the conceptual and theoretical background of siting and development disputes. It provides a research framework for the analysis of empirical cases of disputes and the institutional settings for the dispute resolution in Korea.
The second part examines the empirical cases of siting and development disputes based upon 340 cases, occurred during the first 2 years after the local autonomy system came into implemented. They were collected from 21 national and local scale daily news papers and government's administrative data. (The rest omitted)
