In February 2008, the Ministry of Land, Transport and Maritime Affairs(MLTM) posted a public notice showing the sustainability indicators of national territory management through its official gazette and Internet site. While providing the related act and provision, it contained 30 indicators which the MLTM should monitor from 2008. To develop these indicators, the MLTM had conducted a research and held a public hearing since July 2006. Following this, the MLTM planned to conduct a preliminary survey on indicators, aiming to measure their applicability before it becomes active in 2009.
In this context, the study aims to measure 30 indicators on a trial basis before a full-fledged monitor takes place, to analyze the sustainability index of national territory management through using indicators' measurement, and propose how to overcome the limits and improve the indicator system. The main methods employed in this study to achieve research purposes are an archival approach, in which it carries out bibliographic review and content analysis mainly using statistical data. This study consists of five chapters.
The results are briefly summarized as follows. Firstly, the measure of 30 indicators shows that 16 ones(53%) have been improved for the las ten years, 6 ones(20%) deteriorated, and 8 ones(27%) fluctuated between improvement and deterioration. From these results, it could be interpreted to mean that the sustainability of national territory management in South Korea is keeping in a good state. By the three sectors(environment, equity and efficiency), they are all well-conditioned on the whole. but the sustainability of environment sector is relatively less good conditioned than those of other two sectors. According to the analysis of sustainability index in national territory management, secondly, 19 ones have been going up than that of the base year(2000), while 11 ones going down. Byt the three sectors, the index of environment has been constantly rising since 2001, the index of equity was the highest in 2006 after gradually growing from 2004, and the index of efficiency has have a big increase since 2000. The average of three sectors' index from 2000 to 2006 shows that the efficiency is the highest, and then, the equity follows the environment. At any rate, the evaluation shows that the overall condition of sustainability in national territory management has been improved and is in a good condition.
As mentioned, this study aims to conduct a trial-run of the indicator system and the sustainability index. Out of these two tasks, to analyze the index seemed to be not in reason. There are in fact few, if any, studies that focus on sustainability index especially in national territory management. Accordingly, this study has many weaknesses that limit to generalize the results and compare with those of other countries. None the less, this attempt could provide useful suggestions to public authorities preparing for the full operation of indicator system to monitor sustainability in national territory management from 2009.
