In Korea many projects have been planned and executed for the balanced regional development through the Comprehensive National Territorial Plan, the Area-wide Development Plan, and so forth. But there have been few comprehensive and systematic studies for evaluating their implementation processes and for reflecting the evaluation results in future regional projects.
This study is aiming at evaluating the major strategic projects started in the 1990's for the balanced regional development, extracting implementation mechanism from the evaluation results, and suggesting the policy issues accordingly.
This study is mainly divided into three parts, that are model building part, case study part, and policy implication part.
In the model-building part, we construct the analytical model for the case study and derive implementation mechanism of the projects in case studies. This model(named IRRE model) is composed of four factors; internal factor(I), relation factor(R), resource factor(R), and External factor(E). Then many elements are assembled into each factor. Internal factor includes the details of a project, the readerships of major actors and central/local governments concerned, project locations, and so forth. Relation factor includes the degree of conflicts among the authorities concerned and the parties/persons interested, the reconciliation speed of these conflicts, and etc. Resource factor includes financial affairs and the incentives for the private sector. External factor includes geographical features, SOC elements, and political and economic affairs concerned in the project such as business fluctuation, etc.
In the case study part, the implementation processes of major projects for the balanced regional development is analyzed according to the above-mentioned model. And then we extract the poor implementation mechanism from cases of poorly implemented projects and extract the well-implementation mechanism from otherwise cases. Major findings from the application of the IRRE model and the extracted mechanism could be summarized as follows. First, the adequateness of the private sector demands for the project site is the most important of the elements in the internal factor. Second, in the relation factor the key element is the coordination and conflict management among main actors and authorities interested. Third, the allotment and the assistance of the central government budget is the important element in the relation factor. Fourth, the key element is the enthusiasm for project expressed by local residents, merchants, industrialists, and etc. in the external factor. Fifth, the importance of the four factors in the IRRE model is different from each other according to the implementation stages which are composed of the start stage, site-construction stage, operation stage, and settlement stage. In the start stage that have many difficulties, the internal/ relation/external factor work on project implementation as more important factors. In the site-construction stage the resource factor works on project implementation as the most important factor. In the operation stage the resource/external factors work on project implementation as more important factor than others.
