Abstract

Land policy in the Forth Comprehensive National Land Plan (2000∼2020) has set four basic goals such as establishing orderly national land use and management system, maintaining environmentally favored land use, establishing a land-supply base, and creating a scientific management of the land market to stabilize the land prices.
First, "the principle of development under land use plan system" is proposed for orderly land use and management. Current land use and management system under the influence of two laws mainly, such as the National Land Use Management Act and the Urban Planning Act, should be integrated into one unified system. Each municipalities establish their own land use plan by "integrating land use planning system" with various laws and plannings such as master plan, comprehensive local development plan, etc. Over 160 zones will be reorganized according to the characteristics of the land and Coding system will be adopted to effectively manage the land. The role and function of the land management body will be intensified.
Second, land use should be environmentally-friendly and land supply base should be created. 3,710㎢ of needed urban land will be acquired until 2020. It is further classified into 1,320㎢ of residential land, 270㎢ of commercial land, 180㎢ of industrial land, 1,940㎢ for public land. 17,000㎢ of agricultural land will be acquired for 90% self-sufficiency in rice.
Third, enhancement of public concept of land use and development gains recapture should be compromised . In order to public benefit in land use, Basic Land Law should be formulated. Development right should be separated from the land ownership . Development gains can be collected by integrating the registration and purchase tax and levying tax based on real market price by combining land and
building owning tax.
Finally, in order to manage the land market scientifically, transparency in the real estate transaction should be guaranteed. Land registering systems should be improved in connection with real estate transparency system and financial transparency system. Publicly-announced land prices should be based on real market prices rather than appraised values. Efficient management of real estate information system will be constructed by integrating existing various computerized real estate information. In order to manage the real estate market effectively, scientific system, which market information will be regularly collected and analyzed, will be constructed. Sound environment for real estate investment will be created by promoting the Real Estate Investment Trusts.
