Since the land use plan was formulated nationwide in 1975 for the first time, the national land use plan has contributed to balanced national land development and efficient use of the national land. However, its negative view such as weakening of competitiveness due to strict regulation of the land use and environmental degradation due to the lose control over semi-agricultural land has emerged. The purpose of this study was to minimize these negative effects by applying GIS technique to national land use planning system.
In fact, GIS is known to be very powerful tool in solving spatial problems because of its capability to handle large amount of geographic and related attribute data, although it requires a large amount of initial investment and specialized man power. Analysis of present land use planning system revealed various problems such as lack of basic data and comprehensive and scientific analysis in land use plan formulation, mismatch of boundaries by other laws and with adjacent environmental condition. These problems were confirmed in the pilot study of Cheju mountain area for which GIS system was established.
Considering these problems identified in the analysis of the national land use planning system and Cheju pilot study, three application measures were suggested. They are GIS application in the overall redrawing of the national land use plan, preparing guidelines for change of land use, and developing management guidelines for the semi-agricultural land which has been one of the major problems recently.
To utilize GIS techniques in the national land use planning system, it was identified that total of 18 layers of theme maps which can be drawn from 8 basic maps were required. Also, required functions were identified as input, data analysis, retrieval, output, and update function in order to establish the GIS system for the national land use planning, system development was established in 5 steps including data base formulation, standard and required DB establishment, overlay and analysis, output, and evaluation.
GIS application in the national land use planning increases the efficiency of work and secure the transparency of the policy. However, GIS technique is one of the many tools which can be used in the spatial planning and sole dependency on this technique is not encouraged. Continuous development of analytic technique is recommended for the better and efficient management of national land use planning.
