Abstract

The current report comprises six chapters. The first chapter covers research overview such as research background, purposes, scope, methodology and procedures. The second chapter deals with the survey of previous researches, the history of applying information technology for spatial planning, the shift of national territory management in Ubiquitous Computing era and the suggestion of intelligent national territory management paradigm. The third chapter contains the definition of intelligent national territory and its realization factors including data, technology, application system, law systems and public policies, and the status and surrounding for the realization of those factors were analyzed. The fourth chapter established mid and long-term vision and purposes required for the realization of intelligent national territory, as well as the basic directions and strategies classified by realization factors, steps and responsible organizations. Through the fifth chapter, strategic execution methods were proposed, and execution system, required budget, execution schedules were devised. Lastly the 6th chapter covered the expected qualitative effects, the results of analysis of the related industries promotion effects were displayed, including the features, limitations and future study directions.

Chapter 1. Introduction

This chapter contains the research overview such as research background, purposes, scope, methodology and procedures.
Initiated from 1995 with the focus of National GIS Projects, National Spatial Information projects, now, face the needs of its paradigm shift caused by information technology development, the diversification of national territory informatization needs and so on. Also, it is widely accepted that it is about time that public sector-centered National GIS Projects were to be transformed into private sector-initiated.
In this context, based on the study results of the previous year, this year it was covered that national territory management, the paradigm shift for intelligent national territory management, the realization factors for intelligent national territory management and its strategic methods.
The scope of this study is, in terms of time, from 2011 through to 2020 when the fourth National GIS planned could be sufficiently taken into consideration. Also, the spatial research scope covers on-ground, underground, ocean and mid-air, while its contents scope was the basic plan, execution strategies and strategic methods.
When it comes to the study methodology, previous study and related overseas study case were reviewed, and through experts survey, the basic plan for intelligent national territory management was proposed. And a series of cooperative researches were performed through several workshops among related experts.
In brief, the fundamental purpose of this study was to search for a group of intelligent national territory management projects to come up with next-generation public-sector informatization projects for national territory level and city level. Through the successful execution of those projects, diversified national territory information service industries to enhance the quality of general public's lives could be induced, which would widely and sufficiently contribute to the invention of new job openings.
