This study is aims to establish the simulation model for national territorial policy to respond the demand to evaluate the impact of the national territorial policies, and to support the urban planning and land use planning. the national territorial policies which affect economic, social, spatial, and environmental changes, should be planned and carefully enforced. The policy simulation is a feasibility study as a preliminary examination process for making the right policy decision.
Most of the simulation models about the spatial policies have developed over the world are land use-transportation models, especially considering about urban areas. The simulation model for national territorial policy are considering about not only urban areas but also nation wide regions. And thus we need modes that are available to analyse the interregional macro economic effects and micro economic spatial effects in the urban areas. Under the restrictions of time and budget, we are trying to develop KRIS-SIM, the name of this study's simulation model, which are not great and complicated model, but are applicable to specific policies, and are sustainable and available to further development
This study is planning to research during three years, from 2010 to 2012. The objects of this year, as a first steps to this study, is to design a conceptual idea of the entire simulation model and to establish the model which is basic and useful for the general purpose of policies. The principal policies of establishing the simulation model in this first study are as follows. First, establishing the integrated simulation model considering the various effects into national territory. Second, the preferential development of basic and more useful models compare to some complicated ones. Third, developing the "Open Platform Based System" that available to access and share to everyone.
Krihs Simulation model(KRIHS-SIM) was largely composed of two parts, one is endogenous part which is responsible for the micro dynamic simulation in urban areas, and another is exogenous part which is composed of the models analysing the nation wide economic effect, and interregional migration. Even though the linkage of the macro-level outcomes in terms of nation and interregional level and micro-level outcomes in terms of in urban areas is very difficult, but it is desirable that the national territorial policies on boss levels be linked each other and incorporated into a single system. we are trying to weekly coupling the macro and micro models in next two years.
In the first year of this study, we have developed the inter regional input-output model in terms of production side, inter regional migration model, and industrial location model etc. These models are going to be improved consistently in next year, and transportation model, environment model, real estate model and land use change model will be added KRIHS-SIM model.
