This study aims to explore the strategies to establish the simulation system to respond the demand to forecast and evaluate the impact of the national territorial policies. Simulation is the most appropriate technique to analyze the territorial policies which are various and complicated concerned with the economic, social, spatial, and environmental problems, because it is capable of describing the reality and being combined with GIS techniques.
While foreign simulation models have been utilized as an ordinary evaluation model, the simulation model for the domestic territorial policies has not been developed yet. It is because the existing study have been focused to discuss the experimental issues and have not been followed by the succeeding studies. The lack of the coordination and education in the process of developing models was also pointed out as a problem.
National territorial policies are classified by their targets like space, facility, market, industry, and technologies and information, and by their instruments like support, regulation, plan, coordination, and investment. According to the White Book 2009 by the Ministry of Land, Transport, and Maritime Affairs, the national territorial policies are concentrated on facilities and space in terms of policy targets, and on investment, support, plan, and regulation in terms of policy instruments. Thus the simulation for those areas should be emphasized.
The national territorial simulation system is required to include the various policy types and have a comprehensive standpoint. Thus the linkage system among the fields is important. Special efforts should be spent on capturing the spatial implication of national territorial policies. Quantitative methodologies are required to be smoothly linked with GIS to reflect the spatial meaning and effects. Macro-level policies are analysed separately from micro-level policies because their data structures are different from each other. It is desirable that the national territorial policies on both levels be linked each other and incorporated into a single system.
Finally the network among industry, academic world, and research instiute is necessary to establish the effective and sustainable simulation system. Simulation techniques will play a very important role in establishing the desirable national territorial policies which maximize the positive impacts and minimize the negative impacts.
