Abstract

This study aims to support the establishment of amendment of Fourth National Comprehensive Development Plan(2006-2020). The background of amendment comes from the change of plan paradigm in order to reflect the changes in the territorial environment and the circumstances of surrounding countries such as China and Japan. The plan consists of many sectors such as land use, regional development and environmental preservation. Transportation is also one of such sectors. The main output of this research has been used in the transportation sector of the amendment of Fourth National Comprehensive Development Plan.
The main goal of the transport plan for the next fifteen years is to build an integrated comprehensive transport network for supporting the paradigm of the amendment plan. To achieve the goal, four objectives have been identified: Completion of the nationwide artery transport network to increase mobility and accessibility, Construction of the infrastructure to become the gateway of Northeast Asia, Establishing human and environment-friendly transport policy, and Increasing the efficiency of transport investment. The summary of the report is structured along the four objectives.
The nationwide artery transport network is planned to be completed during the plan period. Highways of 7 axis going from south to north and 9 axis going from west to east will be completed. Ring roads for the metropolitan cities will also be constructed to increase the city competitiveness. By year 2020, the total extension of the road will reach 200 thousand Km from 100 thousand. Seoul-Busan rapid railway will be finished by 2010 in phase and Honam rapid railway will be also constructed. Existing railways' capacity will be expanded by electrifying and adding tracks. The total extension of railway will increase by 1.4 fold to 5,000km by 2020. Airports and harbor will be developed according to the hierarchial functions. Main facilities will be promoted to compete globally while other airports and harbors serve the regional needs. Network of freight centers will be built aiming to reduce the logistic costs from 16.5% of GDP to 10% level by 2020.
To become the gateway of Northeast Asia, Incheon new international airport, Busan and Gwangyang new harbors will be nurtured as the hub center facilities. As the political circumstances of the peninsula improves roads in the South and North will be connected, and railways will also be extended to the continental railways TCR, TSR and TAR. Korea will make use of its strategical advantages of location in order to take upon the role of connecting the Pacific and the Asian continent.
Previously neglected transport safety, environment preservation will be empathized in the future. Accident ratio will be lowered to the advanced countries' level by introducing strengthened design standard, safety audit, education programme etc. Transport policies for the elderly and disabled will also be strengthened to cope with the era of the elderly. During the plan period environment friendly construction methods will be used. Transport demand management and mass transit policy will be encouraged by the introduction of ITS while land use plan will be integrated with transport plan such as to minimize transport demand.
The efficiency of transport investment should be increased during the plan period. Comprehensive investment pan will be introduced along with the implementation procedural guidelines. Since it is estimated that the investment need will be greater than the investment amount available, the shortage will be resolved by an additional financial sources such as the private sector participation in the infrastructure supply.
