This study is a supplement to the "Plan of Built-Up Residential Area for the Improvement of Urban Environment", which was published last year. While the previous research classified the blighted residential areas into six types based on existing physical conditions and suggested adequate regeneration methods by their inherent characteristics, the study of this year mainly deals with the physical and practical tools to regenerate blighted residential area. Detailed topics are the practical analysis and evaluation on the construction of detached housing in built-up residential area and parking policy.
To attain this goal, the problems that was occurred in the process of improving infrastructure in the blighted residential area were investigated throughout interviews with related professionals, officials, and citizens and the literature review was conducted as well. As one of foreign cases, Japanese legal system and related policies on the improvement of blighted residential area were also reviewed.
In built-up residential area, policy tools to facilitate residential regeneration can be divided into legal, financial, and administrative measures including the assistance of professionals. Most experts believe that in the midst of them legal measures such as relaxation of building code can cause negative effects rather than positive ones. Therefore, only financial and administrative assistances could be considered effective measures for residential regeneration.
Until now, the Korean government have not implemented any financial assistance to reconstruct blighted multiple-family housing units(Dagagu and Dasedae). But, since many people want to secure the minimum living condition, public investment on blighted residential areas will increase in the near future.
In contrast to the investment on main roads, public investment on neighborhood facilities such as parking lot has not attracted the major concerns of central and local governments. Generally, users of the neighborhood public facilities have paid the necessary cost and central and local governments have not paid attention to secure the site and build the necessary facilities.
Other advanced countries have changed the direction of its urban policy from development into management and regeneration of its cities, regeneration on living environment of built-up area is becoming an important urban issue. Some of proposed rehabilitation tools are already used in other advanced countries, which maintain high fiscal independence and have advanced management techniques. The tools proposed in this study will be introduced to most of local governments in the near future. While some of assistance tools should be supported by central government, others should be supported by the local governments. Financial support of central government on local government should differentiated according to financial ability of local governments as well.
Rehabilitation tool proposed in this study should be more developed in the near future. In addition, in order to propel the rehabilitation policy efficiently, we recommend to find out adequate solutions to urban environment of Korea through citizens' participation.
