The Korean peninsula has 3,153 islands of various sizes; and of these, 464 islands are inhabited, with a population of two hundred sixty thousand people. The islands are geographically isolated and socio-economically depressed. In the last 20 years, the population has deceased by about 860,000; a rate that far exceeds the population decline in the rural mainland. Consequently, the central government enacted “The Islands Development Promotion Law” in 1986, and 630 billion won was invested in the 3,072 major and minor business projects in the islands.
In this study, the alternatives for the island region development are as follows; the central government should designate the congregate islands as “Development Promotion District” and the other should be developed by the “Comprehensive Island Development Plan” regarding county as the unit of development. Expanding investment in the islands, revising the tax system, and developing financial policies and incentive system for the island inhabitants is very important for promoting regional industry and to inducing external private enterprises. Financial, technical transportation and investment changes are now needed to further enhance the quality of life for their islands’ inhabitants.
