However, it is notable that changes in the socio-cultural trends in participation, and information and technology (IT) development provide means to meet the social needs for public participation. This study seeks to develop a model for GIS-based public participation in the urban planning process and to present a means to apply the model, along with suggestions for improving the public participation-based urban planning system.
The study is composed of three parts. The first part deals with the theory and case studies; it reviews the urban planning system, GIS-based public participation, the Web 2.0 technology and study trends from a theoretical perspective. To be specific, in regard of urban planning system, the study examines public participation procedures, scope, and development process. In regard of GIS-based public participation, the study reviews the background of introduction of GIS-based public participation along with the concept, and examines the theory on public participation type as the core of the model development. Regarding Web 2.0, the technological background, the study explores how relevant technology trends can be used for public participation in the planning process in association with GIS. For the review of the research trends, the study examines previous research on public participation in the process of plan and policy establishment by dividing the research approach into two categories: studies of a traditional urban planning approach and studies employing IT. Through the review of previous studies, the difference of this study has been highlighted. In addition, the study draws problems with the current public participation system and the methods, which have been raised in previous studies.
The second part deals with development of the model for GIS-based public participation in the urban planning process. To establish the framework for model development, the study divides the types of public participation into participation type, participating body, participation stage and participation level.
