The objective of this study is to suggest the policies on the improvement of the urban park law to facilitate the development of urban parks and to resolve the appeals from the private landowners in the area designated as urban park.
The main contents of the study consist of four parts. Firstly, based on the theories and characteristics of urban park, the planning and implementation processes of urban park development are reviewed. Secondly, the general date on the urban parks in Korea are analyzed to identify the problems of the urban park law. The appeals from the private landowners in the area designated as urban park are also analyzed through case study. Thirdly, the case study on the urban park system of Japan is carried out to find out the possible way of amendments of the urban park law. Finally, based on the analysis of problems of the urban park system and the comparative analysis with that of Japan, the study proposes four main policies for the improvement of urban park law
Main policy directions on urban parks are as follows ;
ⅰ) to introduce the new development method of urban park to resolve the appeals from the landowners in urban park and to facilitate the development of urban parks
ⅱ) to improve the planning criteria to increase urban parks with improved accessibilities
ⅲ) to modify the planning system of urban park development reasonable
ⅳ) to establish the institutional bases to encourage the private sector’s investment in urban park development.
In accordance with the above directions, the possible alternatives to improve the urban park law are suggested as follow ;
The first is the new development method of urban park that is devised to develop urban parks without heavy financial burden on the local government and to improve the residential environment of the inhabitants in urban parks.
Secondly, the classification of urban parks is revised to increase the number of new parks. Furthermore, the planning criteria on the size and distribution of urban parks are also amended to improve accessibility to urban parks.
Thirdly, the comprehensive long-term plan for all the open spaces should be introduced into the urban park law to give planning guidelines on the development of the individual urban park. and the public participation to the planning process of urban park development is supplemented to give more opportunities for citizens to participate in the process than before.
Finally, tax reduction and the administrative assistance of the local government are recommended to encourage the private sector’s investment in urban park development. However, the regulations on the development are also required to prevent the private developers from developing aprk facilities excessively to cause damage to the natural landscape of park.
