The main purpose of this study is, to examine a role and capability of the Detailed District Planning system by analyzing the opportunities and the constraints in the process of implementation, and to present the improved system and the guidelines within a legitimate process. In addition, the study evaluates the present operating situation for the Detailed District Panning projects in applicable municipalities to obtain an accurate view of the overall system picture in Seoul area that have a diversity of existing barriers and incentives for the Detailed District Planning system.
This study sets up the five different stages to analyze the Detailed District Planning system, which are the stage of appointing zone, the stage of devising a plan, the stage of contents in a plan, the stage of executing a plan, and the stage of operating a plan. Basically, the methodology has been used for this study was a qualitative method such as interview with public officials and specialists in devising a plan by person-to-person contact and by telephone.
The major findings to improve the system in the each stage were as follow:
-the indications of first stage were leading to inefficiency by perfunctory appointing process, the limitation of applicable appointing zones, and the irrationality in the base line of appointing zone;
-the indications of second stage were a limited 2 years of period to devise a plan, leading to inefficiency due to absenting regulation in terms of a trifling alteration, perfunctory procedure for citizen participation, and a irrational application of Traffic Impact Assessment;
-the indications of the stage of contents in a plan were a uniform guideline without characteristic consideration for a distinctive district, and a irrational contents in a plan;
-the indications of the fourth stage were a lacking definite way for execution, and a difficult situation to ensure the financial resources for sufficient infrastructure;
-the indications of the final stage were pre-altering zoning before devising a plan, a lack of trained specialists who have a concrete knowledge and skills for operating the Detailed District Planning system, and insufficient roles of an advisory organization.
The major conclusions were that the specified above indications in five different stages were resolved by an each confronting item. And several suggestions were made for improvement of the Detailed District Planning system and comprehensive guidelines in the level of federal government based upon specified indications.
