It should be stressed that urban planning normally is integrated into a larger planning framework. Especially planning activities with respect to infrastructure, housing, retailing, public services and the environment are closely related to urban planning. In addition, planning activities are often of a non-routine character and the policy-making process knows many irrational moments. Urban planning operates at the intersection of social space and physical space.
Geographical information systems work in absolute and concrete space. They can be employed for nearly all research that involves land based spatial analysis and modeling, due to the fact that they are developed as a method to integrate and analyze different data types into a single map in order to summarize geographic, socio-economic and various other attributes. There are many possibilities for application of the GIS technology in urban planning.
This study aims at analyzing and proposing the following three main issues : possible range and limitations in application of current geographic information systems ; establishment of the urban planning information system (UPIS) through analysis of procedural urban planning works ; experiment of UPIS pilot study with a fixed mode and unified code of cadastral land and building data. Spatial analysis is the key to proper management information, because data are linked to create new information about specific urban areas, and maps can be drawn for convenient display.
The main contents of this study are composed of the following four parts. The first analyzes a current situation and problems of spatial and non-spatial data management. Problems in the process of preparing a urban structural plan have been fully examined. The second part describes general theoretical literature reviews of geographical information systems. As GIS has become an umbrella concept for all automated systems that integrate and handle geo-referenced information, a concept, components, functions, and relationship between urban information system using cadastral land and building data sets. A new conception of comprehensive urban planning successful experiment results of pilot study in application of urban planning information system.
