This study aims to provide the role of community business and improvements of its related systems for a sustainable urban regeneration. To achieve these objects, the study seeks the followings. first, the study analyzes the role for urban regeneration and strategies of supporting community business in foreign countries. Second, the study analyzes the Korean community business to observe present conditions and understand its problems. Thirds, the study provides the support method of community business for sustainable urban regeneration.
The definition of community business in this study is an activity to build up community and to settle regional challenges in a business way by residents themselves. Therefore, urban regeneration and community business has a common object which aims community recovery. community business could be reinterpret as a method of urban regeneration which regains communities together.
In the case of U.K. and Japan, community business has already become a part of urban regeneration. community business was used as a strategic catalyst to settle comprehensive challenges of a community such as economic, social, welfare, and urban decline.
In the case of Korea, none of supporting policies for community business could be found. However, related policies such as welfare and job creation to support low-income citizens and urban policies for community recovery were managed in different bodies individually. to support community business for a sustainable urban regeneration, these individual policies must be improved and link together as a comprehensive strategy.
The study analyzed the Korean community business by in-depth interviews and survey research. As a result, it appears that some regions had a stable growth in operating community business, despite to its low social awareness. In these regions, despite to the small business scale, they had successful performance to solve regional challenges as creating jobs and making physical improvements. However in some cases, many projects were stopped or delayed by lack of human resources and financial problems, even though they had a strong motivation to settle down regional implementation issues by themselves.
For a sustainable growth of community business, there should be a continuous input in know-how, financial support and human resource in the right time and position. The study provides the role of each related bodies by proposing 4 strategic subjects. The four subjects are; social awareness and bond of sympathy; financial support; business management support; training and education support.
The study reviewed the method of improving the present related systems for a short-term approach, to institutionalize community business. For the ‘Social Enterprise’ system managed by the Ministry of Labor, the study proposes to expand the supporting targets, not only for the low-income class but also for retirees, house wives and middle class dwellers. Also in the ‘Urban Revitalization Development Project’ managed by Ministry of Land, Transportation and Maritime Affairs, the study proposes to include an additional tentative project ‘Developing community Business project in a community Building way.’
