Abstract

The purpose of this study is to evaluate the housing policy for the urban poor and to suggest some policy implications. We analyze the present status of housing policy for the urban poor and review socio-economic and residential characteristics of them.
The problems derived from the analyses of institutional aspects, of rental ability, and of the urban poor characteristics are as follows; ① the priority of housing policy for the urban poor has been very low, ② urban development program results the decrease in the housing stock for the urban poor, ③ policies have neglected the rental ability and residential characteristics of them, ④ benefits from the various programs are unfit to the target beneficiary groups, ⑤ consistent support is needed to expand the coverage of beneficiary.
Liberalization, localization, and globalization have been evolved nowadays, and the housing sector has been also affected by this trend. This means that the situation comes to highly competitive within and between the sectors. This also implies that the distributions of income and assets become more unequal. The urban poor are very vulnerable in the competition. Therefore, the government should give much attention to those people, and raise the priority of the housing policy for the urban poor.
We suggest the followings as the policy implication and its future direction; ① Define the urban poor and identify the target group for the policy, ② clarify the policy goal in detail, and ③ choose the proper method to support the target group considering their rental ability and residential characteristics. ④ The short-term goal for the housing policy is to raise the housing stock for them. Housing stock for the urban poor has decreased even though rental housing stock has increased, since rental housing units are mostly sold to the tenants after 5 years of residence. ⑤ In order to raise the residential quality of the urban poor, minimum level of living standard must be maintained. ⑥ The medium or long-term goal is to introduce the demand side support such as housing allowance, income support, or Voucher etc.
