Abstract

Despite the mounting threat of climate change crisis and thus the need for technological
and socio-institutional innovation, there is a deplorable delay in and even a
substantial opposition to the development and diffusion of sustainable carbon-saving
technologies. To understand the cause of this situation is thus essential to efforts to
develop and design new policy instruments for tackling and overcoming barriers to
the development and diffusion of carbon-saving technologies and for a successful
transition to a sustainable low-carbon society. This study is one such attempt to
search for sustainable innovation policy framework through an understanding the
concept of 'carbon lock-in' and systemic barriers to the transition to low-carbon
society.
Strategic niche management, the role of social movements, and the long-term consistent
policy framework of the government are emphasized, among others, for
long-term system transition to sustainability and low-carbon society.
