Since early 1980s, the necessity for constructing and utilizing urban information system has been raised from local authorities due to the two main changes in our urban administration, namely, informatization and localization. However, local authorities experienced several problems in their efforts to construct urban information system without any national guidelines for the database. The report addresses this problem by surveying current use of GIS technology for urban facility management and suggesting guidelines applicable to Korean local authorities.
The problem of constructing and utilizing urban information system can be summarized as follows. Firstly, most local authorities rely heavily on consulting and engineering firms for their system development, which made it difficult to maintain and upgrade the system. Secondly, they usually adopt bottom-up approach and therefore it becomes more difficult to share data among departments because of different data format. Thirdly, local authorities rarely have special task force team for the management of the system. Fourthly, lack of symbol standards for urban facilities made it difficult to share map database and finally, inaccurate or absence of rawdata raises system development cost and result in inaccurate analysis which discourages the system usage.
The guideline aims at civil servants responsible for urban information system at the local authorities. It concludes procedures, system performance requirements, specification for common theme layers and detailed requirements for three subsystems such as comprehensive road management system, water supply management system and sewage management system.
For the effective construction and utilization of urban information system, this report suggests the followings. First of all, individual systems should be planned in accordance with comprehensive master plan for the local urban information system development. In addition to this, special task force team should be organized to ensure consistant system management. The national government needs to provide a mechanism for coordinating among related government agencies and departments including National Geography Institute, Department of Interior and local authorities. Finally, administrative and financial support for enhancing accuracy of rawdata including maps, forms and other documents will encourage frequent use of urban information system for decision-making.
