Urban developments have depended on new town developments on the fringe areas near metropolitan cities during the last decade. It is not desirable, however, to neglect inner city areas which are very important from the viewpoints of urban economics, transportation, environment, safety, et cetera. Urban renewal of inner city areas has been inactive, especially in local cities, and not in good shape in terms of developing methods, density, scale, use, and other public functions. This study hypothesizes that the urban renewal problems are caused by the conflicts among related sectors and tradeoffs among various objectives of the development. The purpose of this study is to find out the problems about the urban renewal of inner city areas and explore the strategies to promote it.
The study selects the interview method to collect the various opinions and search for creative ideas to solve the problems. The in-depth interviews with 40 representatives of five sectors such as land owners, tenants, business companies, public authorities, and unbiased experts are conducted. Serious differences in perspectives among sectors are revealed through the interviews. Sensitivity analysis is also executed to compare the effectiveness and trade-off relationships among policy alternatives.
The study suggests that the alternative policy values should be compromised between public benefits and private property rights, between the results and the processes of the development, between needs and possibilities, and between the physical best and the social best. Strong leaderships are required to co-ordinate various interests and support the process, recognizing that the urban renewal of inner city areas may bring benefits to all of the related sectors. Development methods for related citizens to express their opinions and be involved in the development processes should be established. Effectiveness should be maximized within constraints, revising irrational legislations and simplifying complicated administration procedures.
More concrete devices to correct the existing problems are also introduced. First, flexible development methods should be selected. Current urban renewal districts of inner city ateas should be re-evaluated and various development methods depending on the characteristics of individual districts should be established.
Second, legislative justices should be realized. Property assessment methods and systems should be improved to remove the possibilities to be biased for or against the specific sector. Related taxes should be deducted for the groups who lose due to the urban renewal district appointments while excess development profits should be collected.
Third, countermeasures should be prepared for petty landowners and tenants who are deprived of their grounds by developments. Although current functions should be maintained as much as possible, the estates for emigration should be secured in unavoidable cases. Development methods like cycling redevelopment methods might be introduced and legislations should be modified so that residential sites for demolished emigrants may be provided.
Fourth, the effectiveness of the process should be maximized within several constraints. Administration procedures should be simplified and improved. Various complains about the urban renewal processes of inner city areas are collected and monitored to check whether the related legislations might be changed or not. (The rest is omitted)
