Abstract

This study aims to examines the progress of national physical development during 1960-1997 and review issues and problems of national physical development policy and changes in national spatial structure resulting from the national physical development policies.
During the 1960s, national development plan had placed emphasis on the development of Seoul and surrounding areas. During the 1970s, the first comprehensive national development plan(1972-1981) focused on industrial growth to promote regional development.
For the 1980s, the second comprehensive national development plan(1982-1991) was implemented with emphasis on economic efficiency and the supplement of envirental facilities.
The issues and problems in the 1990s are as follows;
① excessive concentration of industry and population on the Seoul metropolitan area
② shortage of social investment and lagging living conditions
③ underdeveloped regions
④ traffic congestion and environmental problems in large cities
Even though various policies were implemented to restrict population concentration in Seoul and surrounding areas, as a result, population concentration in the Seoul metropolitan area has continued. In 1960, 15.5 percent of population and 45.9 percent of manufacturing employment of the nation located in the Seoul metropolitan area. In 1995, in spite of restrictive regulation, 45.3 percent of population and 46.7 percent of manufacturing employment located in the Seoul metropolitan area. During 1960-1995, many people migrated into the Seoul metropolitan area by various reasons such as job opportunities, marriage, school, etc. The most important reason for the migration to the Seoul metropolitan area is job opportunities. During the 1960s-1970s, job opportunities were mostly due to the development and supply of industrial estates in Seoul and surrounding areas. This study deals with these issues and problems for the 1990s and the result of this study can be used as basic material to understand the changes in national spatial structure.
