Abstract

Big science and technology (S&T) project is a large-scale scientific research
project requiring not only massive human resources and capital but huge research
facilities. Big S&T projects can contribute the development of science by
exploring uncharted field, and the outcome from research can be the basis for
creating new industry. Therefore big S&T projects are led by the government due
to the big ripple effects resulting from research, in spite of the high possibility
of failure and the need to inject large amounts of money.
Besides the contributions to socio-economic development and quality of life
improvement, big S&T projects can contribute to the economy as export industry.
Especially in Korea, the recent successful bid for the $40 billion nuclear power
plant project in the United Arab Emirates demonstrated the potential of the big
public S&T business to develop into an export industry. Thus, we should pay
attention to the possibility of big S&T projects that can evolve into new export
businesses and contribute to the nation’s economic growth and job creation.
This research aims at suggesting the strategies for promoting exports of big
S&T projects and policy tasks for developing big S&T projects into an export
industry.
In this research, we focus five big S&T projects : accelerator, nuclear power
reactor, nuclear fusion, aircraft, space. We review and analyze the global market situation, the global industrial structure, the current state of technology and the
competition structure of each S&T project. In addition, we estimate the effect of
exporting big S&T business such as job creation and value-added creation. Based
on the analysis, we suggest four types of strategies for exporting big S&T
projects according to the their commercial and technological competitiveness.
