Abstract

This study investigates detailed features of career-path development process of
researchers in universities and public research organizations. In most of previous
studies, the career-path of researchers has been dealt partially from the viewpoint of
personal aspect such as finding key factor of success, or from that of organizational
issues such as retention, compensation and evaluation. In this study, however, the
career-path of researchers are described as growing through interactions with
colleagues, teams, organization, and further with society. Thus the career-path is a
dynamic process and the characteristics of organization embedding researchers must
be considered.
The purpose of this study is to find the factors affecting the career-path
development of researcher and to suggest policy implications to secure qualified
research personnels. We thus investigate the detailed process of career development
such as the growth of research fund, research team, assignment in organization,
research topic, and performance. We have performed a survey of researchers in
universities and major public research organizations.
It is found the university and public organization have different tracks of
career-development. First, the administrative organization is based on research topic
and coincide with the actual research team at public organization, whereas the research
team is composed independently on the department, the administrative organization at university. Next, public organizations have well-defined R&D management system and
the researchers are more focused on research, whereas the researchers in university are
demanded several, even competing roles at the same time. Research is only a one of
missions for professors.
An important finding of this study is that key factors such as a pursuit of
well-defined research topic, existence of research team, supporting system at his early
stage of career do affect the career-path development of research and have a strong
impact on his long-lasting performance. We thus propose following suggestions. First,
organizational level of management of researcher's career is needed. University must
care researchers from the beginning of his career stage. Seed money and
administrative supporting system is needed to enlarge. Next, the career-path of
researchers at public organization should be diversified and various programs for
converting career-path is needed. It is also required to monitor and guide the
development of research and relating career-path of researchers.
