Abstract

The objectives of this study are to analyze the feature of technical barrier of trade
(TBT) in Free Trade Agreement (FTA) and to suggest government supporting policy
to strengthen the related industries such as technical regulations, standards, confirmity
assessment, etc. In order to fulfill these objectives, we reviewed several major cases
of FTA TBT Agreement, and developed an analyzing framework to estimate the scale
of TBT on the theoretical basis, and also performed economic impact analysis between
Korean and China through International Input-Out (IIO) model.
With empirical analysis, we attempted to examine the economic impact of technical
barrier to trade (TBT) on their output and employment between Korea and China by
using IIO approach. We used Asian International Input-Output Table(AIIO) for the
year 2000 published by IDE-JETRO, and also use the estimated sectoral TBT in this
study. According to the result, there will be generated $3.63 billions values in outputs,
and 18.1 millions persons in employments. However, we found that there is reletively
weak interdependence in sectoral and spatial linkage between two countries.
This study is believed to help understanding the TBT features in FTA environment,
and providing policy implications of how to nurture the related industries and manage
government role to efficiently respond to the FTA TBT issues. Especially,
collaboration of policy actors such as confirmity assessment company, research institute and government is crucial for strengthening the negotiation strategy in FTA,
and the government supporting policy such as human resource development, rapid
gathering and analyzing of world wide TBT information, and coordinating of role of
actors needs to be much reinforced.
