Abstract

During the last decade, Korea has developed various types of road traffic information systems for providing real-time roadway conditions including travel time, average speed, and incidents etc. Recently, emerging concept of ubiquitous computing by Mark Weiser has initiated new era of traffic information environment so called, ‘ubiquitous Transportation’. Under the circumstances, it is expected that seamless traffic information regardless of the roadway types should be supplied to the every drivers anytime and anywhere. It is well known fact that integration of existing traffic information system is a crucial prerequisite for the successful implementation of the u-transportation environment. In this context, the purpose of the study is to establish the integrating strategies of traffic information systems by developing evaluation model for level of integration and providing both short and long term feasible policies.
Firstly, the study has established a fundamental concept of the nation-wide integrated traffic information system as follows; The system shall provide real-time roadway traffic information with the people who are on the way of moving from every origin to every destination anytime anywhere in seamless manner.
Secondly, the study has developed a evaluation model for diagnosing of existing systems’ integration level. The basic structure of the model has four different component of integration such as; information infrastructure, communication infrastructure, interface infrastructure and user infrastructure. Based upon the AHP (analytic Hierarchy Process) survey results, the weigh value has been applied for calculating UISI (Unified Index for evaluating System Integration).
Thirdly, using the UISI, ‘the national highway traffic information system that has four prefectural regions; Seoul, Iksan, Busan and Daejeon has been evaluated. According to the results, the national highway information system of the Seoul metropolitan area has 55% of integrity, but that of Iksan area has only 4% of integrity, which means the gaps of integration level among the regional areas are very big. It is noted that balancing integration level of regional traffic information system will be one of the most challengeable task for the u-transportation.
Lastly, the study proposed both short and long term strategies for accomplishing the integration of traffic information systems and especially emphasized on the importance of cooperation both private and public sector and among the related ministries in the Korean government.
