Abstract

This is a comprehensive report of the green growth related research activities
undertaken during 2010 by fellows of the NRCS affiliated research institutes
together with advisory board members of the NRCS.
In general, renewable energy technologies are regarded as environmentally needed
and socially desirable and are not of too high-tech nature. These technologies are
thus considered to be easily developed and economically and socially accepted and
assimilated, without much difficulty, into the current socio-economic systems.
However, in reality this is not the case with most of them. There arise a variety of
problems in the process of embedding these technologies in existing socio-economic
systems. There is an issue of economic viability of these technologies. Frequently
there is a conflict or tension within local communities and civil society around
the introduction and operation of these technologies. Renewable energy technologies
often have a new different trajectory to that of existing fossil fuel-based
technologies, thus leading to the opposition of innovation actors who rely on and
support existing socio-economic systems dependent on fossil fuels.
Seen from this perspective, to survive as a new technological system, renewable
energy technologies should, among others, prove or create economic viability,
secure social legitimacy and support from civil society and local communities,
and have capabilities to effectively deal with potential conflicts with existing
technological systems. This becomes only possible when there is a vision and capacity to shape a new technology and society at the same time.
The purpose of this study is to develop a theoretical framework to analyze the
social processes of embedding new technologies, among others, green
technologies, in society, and based on this, to identify problems and challenges
in introducing and assimilating biogas technologies in local communities in
Korea. This study is structured in the following way.
