Abstract

The objectives of this study are to analyze the feature of innovation in
embedded software industry and to suggest government supporting policy to
strengthen the innovation capability of Korean embedded software companies. In
order to fulfill these objectives, we developed an analyzing framework on the
basis of the innovation features in embedded software industry, and also
performed productivity analysis of Korean embedded software companies through
Data Envelopment Analysis(DEA) and Stochastic Frontier Analysis(SFA).
According to the study, continuous and strong interaction between supplier and
demander of embedded software is the critical part of innovation in that industry,
and the networking and collaboration among company, university, public research
institute and government play a important role to create innovation both product
and service in that industry. On the other hand, empirical study revealed that
Competitive human resource is a more important factor than capital or R&D
investment to improve company's efficiency and profitability. However,
government R&D investment needs to be increased to support the industry
dynamics compared with advanced countries' policy for embedded software
industry.
This study is believed to help understanding the innovation features in
embedded software industry, and providing policy implications of how to nurture
that industry and manage government R&D expenditure as a tool of improving competitiveness. Especially, seamless collaboration of innovation actors such as
end user, company, university and research institute is crucial for rapid innovation
process, and the government supporting policy such as human resource
development, R&D investment, and coordinating of resource allocation needs to
be much reinforced.
