This study aims to provide an evaluation framework for national water demand management. Water demand management is one of the tope issues to secure clean water stably. From the late of 1990, Government drive forward various water savings policies. To achive this goal, this study established an evaluation framework, which can consider individual local government’s financial self-supporting degree and the size of water supply district. This study consist of 6 chapter and each chapter’s summary is as follows.
Water demand management policy has been propelled to solve water shortage. This policy produces positive effect to river ecosystem. We need to examine current water demand management policies and need to make up for the weak points. With this background, evaluation framework of water demand management should be built and try to evaluate each water saving method. Based on this case study, evaluation items and procedures are suggested.
The scope of this study confine to municipal water of local government of nation. Statistical data and the actual results of water demand management and each local government’s data are use to figure out current state and problems. The effects of each water demand management methods are evaluated by methodologies as follows. Water saving instruments are evaluate at technical respect. Water rate are evaluated by economic respect, while the replacement investment of obsolete water pipe-line is evaluated by financial respect. Social and environmental evaluation are applied by survey and case study are used to legal and institutional evaluation.
Chapter 2. Current state and issues
Government saved 290 million㎥ with water saving instruments and target to save 790 million㎥ by 2006 with all water saving policy. The waterworks act stipulate that each city should have established a water demand management gal and get a approval of Minister of Environment by 5 years. But the comprehensive plan of water demand management at the level of province are established except three provinces but are very low at the city level.
Also, the act stipulate water demand management evaluation but still have a some problems. It is difficult to evaluate more accurate owing to the unreliable data. In case of obsolete water pipe-line, the measures are not reliable owing to the insufficient detection technique. The evaluation system is not proper to take into account each local government’s situation because the evaluation methods are uniformly applied to all city.
Chapter 3. Framework for evaluating water demand management
Effective evaluating procedure in the context of the water demand management methods is built with five criteria.
First, technical evaluation basically measures the saving water amount using water saving instruments. Toilet, shower head, bathroom and kitchen faucet, leak water ratio are belong to this category. The effectiveness for water saving instruments can be measured to compare the amount of water use with water saving devices with water use amount of users without water saving devices. A basic direction for leaking water detection is to measure the ratio between water pumped into a system and water delivered to end users.
Second, the object of economic evaluation among the water demand management methods is water rate. The effect of water rate raise can be measured by the amount of water use reduction using price elasticity. Also, social welfare can be measured by the change of water rate. Here, the Stone-Geary demand function is used to attain these objects. The Stone-Geary specification also provides an estimate of the portion of water use that may not be responsive to price, and is useful in analyzing price structures and designing conservation policies.
