The Logistics industry is chosen as one of the 10 core service industry for the next step development of Korean economy by the Ministry of Strategy and Finance in 2009. It is regarded as the field of high potential on the aspects of the creation of value-added and employment expansion for the victory of global competition.
Despite, the logistics industry has so far treated nothing but a small part of the integrated transport investment, a sector of the facility construction and utilization, rather than evaluated as an independent industry sector. In many developed countries, the logistics industry is one of the national engine for the development of economy as well as a frontier industry of the manufacturing industry for the foreign investment. Therefore, there needs to be a new strategy for development of the logistics industry which is based on the various characteristics of the industry.
To develop the new strategy, we should first identify the currents development stage of the industry, which in turn requires a proper index that can show the de facto situation of the industry and the direction of the policy measures for further development.
The major contents of this study are as follows;
First, reestablishment of the characteristics of the industry as an independent industry sector has been tried. From these, we have tried to answer the questions, such as why the logistics industry is a major development engine of the national economy, and what the potential of the industry for that is.
Second, through a comparative study between the international logistics firms and domestic firms based on the index, we have tried to find out the cons and pros of domestics firms for further development as global companies.
Third, based on the analysis of the industry competitiveness, we proposed some policy measures to be carried out either on government level or on company level.
This study has some limitations of analysis.
First of all is that the index developed here is neither a complete one in methodological point of view nor one that is verified useful by some practical experiment. Hence, further effort for the methodological completeness as well as the experiment based on real world data should be pursued.
Second, the policy measures proposed here are just the results of some discussional ideas among specialists in the field, which means that the adoptability of the measures has yet to be verified by the government side.
There can be quite various indices that are made through the application of the method adopted here. We encourage this kind of effort and trials by any researchers for the development of the industry and the level of the knowledge in this field. We really hope that this study becomes the small, first step for the development appropriate index.
