Korea has experienced rapid and insistant growth since economic development since the 1960s. In the process of a remarkable economic expansion, Korea has consumed a great amount of natural resources such as water, air, etc. Moreover Korea government constructed large scaled multi-dams and water supply facilities to ensure a stabilized economic growth.
As a result of this, the situation which had previously contained sufficient and clean water is now completely changed and its environment has deteriorated considerably. In particular, water pollution and shortage of clean water supply exist recently due to waste and overuse of the clean water.
So the clean water is running dry quantitatively and qualitively. The UN classified Korea as a country of water stress and suggested that Korea belong to water shortage group in the near future if not to arrange and prepare a new system for reducing the water consumption.
Based on the awareness of above, this study aims to establish diverse strategic alternatives through presenting a new paradigm for resolving water stress. To achieve the goal, it is strongly needed to analyse the recent water supply situation and to appraise the stratiges.
The key changes in the circumstance of water resource planning in Korea include an increasing conservation ethic, the high cost of developing supply facilities, mounting environmental concerns, changing public perceptions about the role of water supply agencies, and a high degree of uncertainty about what the future will bring in all these areas. For resolving the above problems, developing of comprehensive water planning approach is needed.
The integrated resource planning(IRP) is a tool that can be used as an answer of the water shortage in the near future. It emphasizes not only balancing supply side management and demand side management(DSM) considerations but also identifying feasible planning alternatives that consider the least cost, environmental externalities, uncertainties, and public involvement. IRP emerged from the context of regulations for electricity utilities. To introduce IRP in an area of water resource planning of Korea successfully, it is needed to recognize the differences of characteristics between electricity resource and water resource and the conditions in Korea.
A new water strategy will be able to introduce the integrated resource planning that includes the demand management methods added to the existed management methods, that is, supply management methods. And this management method also compromise environmental uncertainty and customer’s opinions to settle the conflict between development and conservation. In conclusion, the instant introduction of the integrated resource planning is needed to make gradual progress and to demonstrate the whole contents for preventing the chaos raised from institutional inertia.
