Abstract

High grade human resources in science and technology have emerged as
one of the highest priority as a source of national competitiveness. However,
applicants for science and technology at high school and university have
decreased both qualitatively and quantitatively from 2000, which is known as
Crisis in Science and Technology afterwards.
Even though there have been plenty of discussions on these phenomena,
what it is, why and from when it rises, what it will cause, etc., dissenting
opinions still flourish and the decrease are still found. For example, the two
conflicting opinions exist on the number of doctorates in S&T; some say that
the average number of doctorates in S&T of Korea is still below the level
of major OECD countries while others say that over-supply of doctorates in
S&T is the main cause of the crisis in science and technology.
This study, driven by such disagreement, has took the following approach.
First, we have analyzed the characteristics of S&T and S&T personnel. S&T
have peculiarity in many senses compared to other discipline, which further
causes a distinction to S&T personnel and labour market. Next, we have
analyzed the current status of doctorates in S&T through both the production-side and engagement-side statistics on doctorates in S&T. Until
recently, little efforts had been paid to connect and relate the two sources of
statistics.
From the characteristics and statistics, we have diagnosed the current status
of doctorates in S&T of Korea. We have found that almost the double
number of doctorates are produced every year than the number utilized in
S&T statistics. Such over-flow together with the characteristics of high-grade
HRST labour market yield the estrangement of statistics and reality.
Finally, we have introduced existing results on demand and supply of
high-grade HRST and HRST policy, stated their limits and points of issues,
and proposed policy implication on educating and utilizing high-grade HRST
for national competitiveness.
