Abstract

Securing research capabilities of universities has emerged as one of the
highest priority policy initiatives as universities start to play important roles
as a leading stakeholder of a nation’s innovation, as a source of national
competitiveness, and as a producer who provides source technologies for
industrial innovation in the 21st century. Moreover, with the inauguration of
the new government in Korea, the former Ministry of Education and Human
Resources and the former Ministry of Science and Technology were merged
into the newly established Ministry of Education, Science and Technology.
This organizational change has brought about changes in the environment
surrounding the administration and operation of universities. With these
environmental changes, there has emerged a need for exploring policy
measures to link education and research to secure research capabilities at
universities.
This study driven by such needs has took the following approach. First,
this study has analyzed the role of universities amidst of changes in
socioeconomic environment. For this purpose, changes in the role of
universities by phase of economic growth, environmental changes surrounding universities, the direction of responsive measures, academic implications of
the linkage between education and research have been analyzed along with
benchmarking of foreign cases.
