Abstract

Human Resources Policy in Science and Technology(HRST policy) is a
important part of National Science and Technology Policy, because human
resources is a core infra to perform research and developing activity. And
HRST policy also has important position in national human resources
development policy(NHRD policy), especially in knowledge based society.
So, the government have to consider dual major policy directions in planing
step, performing step, and evaluating step of detail HRST programs. Now
the government have to establish the evaluation system for NHRD policy,
then for the HRST programs, new NHRD evaluation system is conflict with
R&D evaluation system already established. In the report, we suggested the
evaluation system for HRST programs under the conflicting consideration
between NHRD evaluation and R&D evaluation system.
There are five chapters in this report.
