Abstract

This is a study to propose improvement measures of industrial location controls of the Capital Region with special reference to the annual construction permit cap for factories. This study consists of five chapters. The first chapter includes background and objectives of the study and methodology as well. The second chapter investigates the recent trends of industrial location patterns in the inter-regional and the intra-regional perspectives. The results show that the industrial a share of Chungchong Region, which lies adjacent to the Capital Region, has increased in the 1990s.
The third chapter examines the necessity of industrial location controls of the Capital Region and their relevant measures. Similar institutions implemented in the foreign countries such as IDC in Great Britain, Agrèment and Redevance in France, and industrial permission system in Japan are investigated. The chapter four examines the problems in implementing the annual construction permit cap for factories. Several issues are discussed such as methodology to set up the annual cap and prevention measures of industrial land speculation.
The chapter five proposes alternatives in short-term and long-term. First, the exemption limit of the cap regulation should be changed from 200㎡ to 500㎡ since the current exemption limit of the industrial location approval regulation, based on the Industrial Relocation Act, is 500㎡. Secondly, a mixed control with the cap regulation and fiscal instrument is suggested. Thirdly, the calculation formula of the cap should be fixed since its annual change makes the firms indecisive. Fourthly, the criteria for selecting speculative applications should be established in order to prevent speculative development.
In the long-run, the current industrial location controls including the cap regulation need to be replaced by the method of inter-regional income transfers since the above regulation polices would weaken the competitiveness of the Capital Region.
