The Capital region has played the critical role as the key region of competitiveness of Korea. However, the region has grown showing the unusual growth pattern due to various location regulations for the last 30 years.
The biggest problem of the Capital region is the unplanned urban sprawl. The green space and open space for the sustainable development for the next generation has been destroyed silently due to the sprawl process.
Korean government has announced the deregulation over the Capital region for the growth management since the president Lee was inaugurated in 2008. However, such a radical policy change for Capital region from growth control to growth management, which emphasizes the development rather than regulation, may lead to the unplanned urban sprawl of Capital region.
The study, therefore, tries to suggest the basic principles of the growth management policy over the Capital region, which the current Korean government is fiercely driving, comparing to the smart growth principles of U.S. The partial pattern of individual firm location in Capital region is empirically analyzed to track down the unplanned urban growth as well.
Chapter 1. Study overview
The Capital region policy of Korean government has been rapidly changed from the growth control to growth management with various location deregulation.
However, without the clear principles and basic guide line for the growth management, the rapid policy change over the Capital region may lead to an unplanned urban sprawl.
The study purpose is, therefore, to suggest a growth management strategy, which is especially for industry location since the most radical Capital growth policy has been changed due to the increasing industrial land use.
Chapter 2. Literature review for smart growth of Capital region.
In this chapter, the study reviews the previous literature regarding smart growth of foreign countries, which is applicable to Korean situation.
Since the smart growth starategy has been developed to manage the urban sprawl in the North East and Mid West cities of U.S. in 1980, it includes not only the environmental, but also the social and cultural issues, such as income inequality and community revitalization.
Urban related urban organizations in U.S. propose principles and guide line of smart growth, which emphasize the significancy of planning prior to the development. That is, the basic principle of smart growth stress the planned development and environmental protection.
The principle of smart growth, “without planning, there is no development”, is similar to network urban growth and management in Netherlands and Englands, which show a leap-frogging urban development. However, urban growth pattern of Capital region in Korea is spreading out rather than a network development. The growth of the Capital region in Korea is just a spreading out urban sprawl.
Chapter 3. Industry location pattern of the Capital region
This chapter discusses the current situation of the Capital region in terms of industry location. Mainly the chapter deals with the individual firm location, which mostly leads to unplanned development, while the planned industry location, in which a manufacturing firm locates in the planned district, such as industrial complex, is not considered in this study. The individual industry location of the Capital region is specialized in the manufacture of electronic components, computer, radio, television and communication equipment and apparatus and manufacture of other machinery and equipment.
