Problems concerning water quality are caused by various land use activities such as factory lot and residential complex development. Therefore, restriction on land use is crucial in environmental policy to eliminate any causes for pollution in land use stage. Restriction on land use for water supply sources protection in Korea has been imposed since water supply sources was manged for the first time at the end of 1980’s. However, water quality in Pal-dang reservoir has been seriously polluted even with the restriction on various land use activities in that area.
In order to deal with these problems, this research has focused on the problems with current regulation on land use and potential improvement plan for water supply sources protection. With the spatial restriction to Pal-dang reservoir and its surrounding areas, this research not only examines actual conditions and problems of current system but also proposes measures to improve water supply sources protection policy.
The current restriction on land use is enforced in 3 steps : 1) establishing land use plans or environmental plans, 2) designating areas, zones and regions, 3) restricting any land activities inaapropriate in land use plan and environmental plans. But the restirctions on land use has not been so eefective because of the following problems :
First, because te management of quasi agriculture and forestry area (established for easing the shortage of land supply) has not been managed properly, the pollution in water supply sources has been accelerated with the location of facilities, such as restaurants and lodging facilities, that are main cause for water pollution.
Second, the restriction on land use has not been so effective because of the lack of system and linkage in regulatory areas.
Third, considering the policy goal of water supply sources protection, some land use, whose activities are the cause of water pollution, have not restricted.
Forth, it is inadequate to restrict land use not by means of laws and ordinances but by means of notification of minister of environment in a special zone.
Fifth, because there is no hierarchy in standards for permission of land use, the strength of restrictions on land use have been reversed : permitting restaurants and lodging facilities in natural environment preservation areas, on the contrary to prohibiting those facilities in quasi agriculture and forestry area.
Sixth, without considering differences in amount of pollutants according to facilities or region, the restriction on land use is indiscriminately imposed in all region, and the non-point pollutant such as golf course has not been restricted properly.
In rationalizing the restriction on land use for water supply sources protection, policy measures are focused on enhancing the effectiveness of regulation. In a short run, it is important to find the way to improve the current system to prevent any further pollution in Pal-dang reservoir and its surrounding areas. Quasi agriculture and forestry area should be categorized based on the characteristic of land and regional conditions. Safety mechanism should be established to prevent local government from permitting disorderly any location of restauarats and lodging facilities. Restriction on livestock rasing facilities should be expanded. With government’s administrative and financial assistance, livestock industry can be converted into environmental agriculture. Construction of golf course near water supply sources should be restricted as well. (The rest is omitted)
