This study discusses factors which effect on transportation energy saving on national scale and especially analyzes energy saving effect of population redistribution. It also suggests models of national spatial structure for energy saving and provides with policy implications.
Chapter I and II deal with backgrounds and previous studies related to the energy saving factors, national spatial structures, and integration of transportation and land use policies. In the Chapter III, relationship between urban (regional) decentralization and transportation energy saving is discussed using factors explaining decentralization, such as population density, urbanization ratio, etc. In the Chapter IV, based on the previous Japanese case, optimum level of national population distribution is suggested. Finally, Chapter V summarizes findings of the study and provides with policy implications.
Analysis of previous studies shows that discussions on the relationship between spatial structure and transportation energy consumption are usually performed on urban or regional scales. It is not easy to find those studies performed on national scale.
Second, unlike the cases in developed countries, regional decentralization in Korea is not expected to reduce interurban traffics. It probably means that self-sufficiency of Korea is not expected to reduce interurban traffics. It probably means that self-sufficiency of Korean local cities is not enough, yet to reduce traffics to primary cities.
Third, optimum level of population redistribution is calculated using a maximization method. It shows that 26.3% of interurban traffics are expected to be reduced by redistributing 16.7% of Seoul Region’s and 5.1% of Busan Region’s population to other regions.
Three types of policy implications are suggested. First, major functions located in Seoul Region’s should be redistributed to other major cities to reduce interurban traffics and to achieve balanced regional development. Second, integration of land use and transportation policies should be emphasized on national scale as well as urban (regional) scale. Finally, more detailed analysis of regional traffic saving, such as urban-to-urban, urban-to-rural, rural-to-rural, might be necessary to study energy saving effects on national scale.
Due to the limited study period, it deals with only interurban traffics of road sector. Other types of traffics or transportation sectors could be considered in future studies. This study, however, suggests the necessity and basic methodologies to study effects of spatial redistribution on transportation energy saving, especially in national scale.
