The leisure trip is increasing with continuous economic growth from 1990’s and it is also expected to increase in the future. But the leisure trip has not been considered in the procedure of the traffic facility investment evaluation. So it is blocking infrastructure investment of a sightseeing place and a rural (non-urban) area which has many leisure trips.
According to the traffic facility investment evaluation of the Government, officers should invest their plans as the order in higher results of B/C ratio. The benefit is influenced by the travel time decrease effect and this is influenced by the value of travel time per vehicle.
Furthermore the value of travel time per vehicle is definitely influenced by the value of travel item per person and the average occupancy (the number of person in the vehicle). Consequently, the value of travel time per person and the average occupancy are the most influenced variables in the economic analysis of infrastructure investment.
The average occupancy and the value of travel item per person from the non-weekend data have been only used in Korea. So B/C ratio of urban areas is higher than B/C ratio of rural areas. Finally the rural areas’ infrastructure investment from established investment evaluation rule is inequitable.
The purpose of this study is that estimate the weekend-occupancy and the value of leisure travel time, the weekend factor considered highway category for calibrating weekend OD data, as five days a week-work and fast-growing leisure trips are considered.
The oversea value of leisure trip time is higher than work trip time’s, as the society is growing in the oversea cases.
The expression of this study is established by using the logic model, which is most used of the estimation models of travel time value. The data is from questionnaires and field surveys. The current value of leisure trip time is shown by using logic model and Limdep program.
The value of leisure trip time is 11,056 won per hour per person in this study, and also the significant test was done. The number of average occupancy survey’s sample is totally 500 vehicles – 25 vehicles per hour from 9 a.m, - 7 p.m. and two days. The average occupancy of the weekend is 2.79 persons and it is higher than non-weekend’s. That figure is definitely different from the preliminary inspection guidances(2004) – the average occupancy is 1.4 persons in Seoul area and 2.0 persons in national area.
The value of leisure trip per vehicle clearly increased than non-weekend’s as the average occupancy increased. 11,056 won/person (the value of leisure travel time) multiplied by 2.97 person/ vehicle (the average occupancy) is 33,000 won/ vehicle. It means that the economic analysis of rural areas’ facilities is wrongly estimated due to only using OD data and the time value per vehicle in the non-weekend.
Using the value of travel time in the weekend is limited due to non-existence of OD data in weekend and non-weekend. But the value of travel time in the weekend is higher 2.33 times (33,000 won vs. 14,192 won) than non-weekend’s in this study, so this results should be used in the economic analysis of rural areas’ facilities.
We have expected to estimate more 1.38 times of travel time value in areas which have many trips in the weekend, as considered the weekend feature in this study until making the OD data in weekend.
